Zelensky States Absence of Clear Security Pledge from European Partners
Ukrainian President Volodymyr Zelensky says European allies have not given him concrete pledges that they will protect his country in the event of a future Russian attack.
"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.
These remarks follow a day after Britain and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.
However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.
Details of the Paris Talks
Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated thousands of troops may be deployed.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has thus far remained silent on the declaration made in the French capital.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces now occupies about one-fifth of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the joint statement as "an essential component of our dedication to stand with Ukraine for the long-term".
He continued: "It paves the way for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."
The Ukrainian leader praised that accord as a "huge step forward".
Twenty-four hours afterward, however, he appeared less optimistic.
"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.
"But as long as we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this question cannot be answered. And should they materialize, you still have to rely primarily on your own strength."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also notable owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on finalizing security arrangements.
Last week, the President indicated a settlement was "90% ready".
Territorial concessions and defense pledges have been at the forefront of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.
Russian forces currently controls about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions constitute the Donbas industrial heartland.
Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Moscow is also achieving slow progress in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
